Supervisor to decide if men keep jobs

SAN BENITO - Two Cameron County employees are accused of beating a man with a metal bat.

Police say it happened on the corner of Palmoa Blanca and Maverick Road. Lucino Rosenbaum and Ivan De Jesus Guerra turned themselves over to police, after arrests warrants were issued. They were both charged with aggravated assault with a deadly weapon.

The two work at the county clerk's office in San Benito. Rosenbaum is a supervisor. Guerra works as a clerk. NEWSCHANNEL 5 did some digging and learned both men could still be on the county's payroll.

Cameron County Human Resources Director, Manuel Villarreal, says the men could be suspended, terminated, or remain on the job. He tells us their fate is up to their supervisor, County Clerk Joe Rivera.

"Our policy is if you get arrested, you get charged. When you get charged, then they can suspend you with pay for two weeks while they investigate," says Villarreal.

Villarreal was unaware of the situation when we approached him about the case. He tells us Rosenbaum and Guerra weren't under tough scrutiny when they first applied for a job.

"They work in the records warehouse, where they store boxes of things and scan them, because we are going paperless. And then they shred records. So the position is not a security risk, so it doesn't require a background check or a drug test," he tells us.

We tried to contact the county clerk's office to find out the status of the two employees. They told us it was too early in the investigation to tell.
