MIGUEL ALEMAN, Mexico - A man was formally charged in Miguel Aleman for killing a UTPA graduate at her graduation party.

The victim was Sorangel Garcia Rios, a Roma resident. Mexican authorities say her brother-in-law, Javier Garza Sanchez, confessed to the shooting.

But he told police he didn't intend to kill her.
