BROWNSVILLE - Former school principal Hector Chirinos was declared the winner of the Brownsville ISD Place 7 race this morning.

It took about 20 hours to conduct the recount of almost 30,000 ballots. It wrapped up after 4 a.m. Wednesday.

Chirinos defeated Linda Gill Martinez by 10 votes.

BROWNSVILLE - The recount in a hotly contested Brownsville ISD trustee race is under way. Nearly 30,000 votes are being counted by hand.

Hector Chirinos and Linda Gill Martinez are vying for the Place 7 seat. Only four votes separate the two. When the election was canvassed, it showed Chirinos ahead.

Gill Martinez paid $4,500 for a recount. The recount is expected to last all day.

BROWNSVILLE - At least two Cameron County races are still undetermined. Candidates in the Constable Precinct 1 race and Brownsville ISD Place 7 trustee race are separated by a few votes.

Incumbent Constable Horacio Zamora leads challenger Pete Delgadillo by only one vote. In the Place 7 trustee race, only four votes separate Linda Gill Martinez and Hector Chirinos.

Cameron County election officials tell us the results from the provisional and overseas votes won't be released until next week. Both candidates who came in second in their respective races have already looked into a recount.

We'll stay on top of this story and keep you posted.

WESLACO - Some voters are casting ballots in a new congressional district, as a result of redistricting.

Redistricting left big changes in the coastal counties. Congressional District 27 was moved north, which paved the way for the creation of District 34.

Three people are vying for the new seat: Filemon Vela, Jessica Puente Bradshaw and Stephen Shanklin.

It's a key race to watch, especially since there isn't an incumbent.

The redistricting also affected two other congressional districts in the Rio Grande Valley. There was a slight shift in the District 28 and District 15 lines.

District 28 is currently held by Henry Cuellar. William Hayward and Patrick Hisel are challenging Cuellar for the seat.

Ruben Hinojosa is the current congressman for District 15. He's running against Dale Brueggemann and Ronald Finch.

EDINBURG - Edinburg attorney Terry Canales will become the Rio Grande Valley's next state representative for District 40.

In a primary runoff with Agustine Hernandez, Canales won with 53 percent of the vote. He won't face any opposition in the general election.

Canales said he's ready to get to work in Austin. The seat was previously held by Aaron Pena.

EDINBURG - Final numbers from a polling location in McAllen are being delayed.

Hidalgo County Elections Administrator Yvonne Ramon said one of the poll judges didn't appropriately close a machine.

"One of our policies is that if something isn't 100 percent done with the way it needs to be done, we do it again," she told us.

The elections administrator said a Democratic machine is involved and the delay affects about 50 votes. The affected precincts are 47, 49 and 231.

"It probably will not make a big difference, but we never take anything lightly," said Ramon.

She explained her workers and a poll judge were already at the location, but they were waiting for someone from McAllen ISD to open the building. According to the polling location list, the building that needs to be opened is the Bowie Special Education Department - Annex.

BROWNSVILLE - Cameron County voters will decide on party nominees for a justice of the peace, two constables, and the district attorney races. Another runoff election is for newly drawn Congressional district 34.

Cameron County Election Administrator Roger Ortiz said he hopes people aren't discouraged from casting their ballots. "We're hoping that everybody does right and not break the law, because I think that's what scares some people off away from voting. They see all of this going on. They rather not go out to vote. We're hoping that doesn't happen," said Ortiz.

CAMERON COUNTY - Election officials hope to get more than 5 percent of registered voters to the polls for Tuesday's runoff election.

Cameron County election officials said more than 10,000 voters cast votes during the early voting period, and more than 500 mailed in their ballots.

Polling places will open from 7 a.m. to 7 p.m. Tuesday.

In the Lower Valley, Democrats will vote for nominees in the district attorney, constable and justice of the peace races.

Also on the ballot are republican and democratic congressional candidates for the newly created 34th congressional district.

A state official will be in the Valley to monitor the election.

SANTA ROSA - With only a difference of 55 votes, J. Robert Mendoza keeps his Santa Rosa ISD Place 2 seat. A runoff election was ordered after Mendoza and his opponent, Isabel Kemp, were tied in the initial election back in May.

A special school board meeting will be held Tuesday to officially award the position to Mendoza.

SAN JUAN - Today is the last day to cast your vote in the San Juan city commissioners' runoff election. The election will determine who will be the commissioners for Place 4 and Place 5.

In the May elections, none of the three candidates in the two races managed to get the 50 percent plus one vote needed to avoid a runoff. Now Armando Garza and Alva Trevino are in the running for Place 4 commissioner. Eddie Suarez and Mario Garza are competing for the Place 5 commissioner spot.

Voters have until 7 p.m. to cast their ballot. Below is a list of polling locations:

WESLACO - Irene Rodriguez is preparing to close the book on this day. The veteran politiquera has stood outside the polls for 50 years.

As a politiquera, she knows people and knows how to get them to vote. For six months, she visited everyone she knows and a few she didn't.

"I did my homework," she tells us. Rodriguez passed along information about her candidate of choice.

"I went down my book on the people that I know," she explains. "I said, ‘This is where you go and vote. Okay?'"

Rodriguez has the routine down pat. The Weslaco mother and housewife found her personal mission during the 1960s. She says she wanted to educate woman on their importance and the importance of educating their children.

Rodriguez says many women in the Rio Grande Valley didn't vote.

She recalls her first grassroots effort. "We had meetings, up to 300 people," she tells us.

She's invested her time in school, city and county elections. Rodriguez says, "But it all boils down to the candidate that you believe in."

People like Rodriguez are working for candidates across the Valley. Politiqueras have a long history in Valley politics. Some have caused controversy in the past.

STARR COUNTY - Republicans in Starr County will be able to cast their votes tomorrow.

Republicans in Starr County did not have a chance to cast their vote before Election Day. Early voting was wiped out in that county.

The County Republican Chairman quit right before the election season started this spring. It took the state GOP a while before finding somebody to administer the primary election tomorrow.

Texas GOP Spokesperson Chris Elam says there isn't a huge Republican base in Starr County, but their votes need to be counted.

"Every vote is important," Elam said. "We want to make sure every Republican in the state has an opportunity to vote which is why our party found a chairman for each of the 254 counties in the state. Therefore, we truly are having a statewide primary."

The polls will be open in Rio Grande City from 7 a.m. until 7 p.m. tomorrow.

SAN JUAN - Shots were fired at a polling location in San Juan. A 56-year-old campaign worker was hit.

It happened near the 2300 block of North Raul Longoria, near the San Juan Police Department. We're told a driver pulled up to the curb and opened fire. The victim, who was sitting under a canopy outside the polling location, was hit at least once in the leg. He was taken to the hospital and is expected to make a full recovery.

Investigators are on the scene and taking witness statements. We learned they're getting conflicting reports about the make and model of the suspect's vehicle and also about the number of shots fired. But police said they are looking for a red pickup truck. If you have any information about the shooting, you're asked to call 956-223-2400.

Meanwhile, CHANNEL 5 NEWS learned police are calling in extra security to the polling location.

Also, northbound traffic on North Raul Longoria has been shut down for now. Drivers headed in that direction should expect to be rerouted.

WESLACO - Voters are heading to the polls to cast their ballots in the Texas primary election. Here are some races getting a lot of attention:

Hidalgo County Precinct 1 Commissioner
Joel Quintanilla is facing off against challenger A.C. Cuellar.

Hidalgo County Sheriff
Incumbent Lupe Trevino is being challenged by Geovani Hernandez.

District 34 Congressional Seat
One of the candidates include Armando Villalobos, the recently indicted Cameron County district attorney.

Willacy County Sheriff
Three candidates are vying for the position held by Larry Spence.

In Hidalgo County, Election Administrator Yvonne Ramon is asking voters to call their office before heading to the polls. We've learned some people are returning to the same polling location they used in city and school district elections earlier this month. The polling site may be different for this election.

SAN BENITO - The polls opened late at Sullivan Elementary in San Benito. No one was there to work the polls this morning. The Democratic Party sent workers as soon as they got word about the situation.

Cameron County Election Administrator Roger Ortiz said he isn't sure how many voters showed up during the hours the polling site was down. If you tried voting at Sullivan Elementary this morning and couldn't, you're encouraged to try again.

Meanwhile, a last-minute switch in La Feria also caused some headaches. Ortiz told us the La Feria school district agreed to host the elections for the Democratic Party voters at W.B. Green Elementary.

At the last minute, the district decided to instead move the polling location across the street to the old Sam Houston elementary campus.

"The fear is that people won't come back to vote at all," said former La Feria mayor Lalo Sosa. "It's hard to get the people out to vote... And when you have some confusion, people will just give up and say, ‘We're going to give up and not vote.'"

The elections administrator said another issue possibly causing confusion is that Democratic and Republican party voters in La Feria were voting at two separate locations.
