12 Arrested in Connection with Starr Co. Drug Trafficking Operation

MCALLEN - Twelve people were arrested after a yearlong investigation into a drug trafficking operation in Starr County. Investigators working on Operation Casanova said marijuana was distributed to other locations throughout the United States.

The people arrested were:

  • Delfino Bazan, 44, of Rio Grande City and Houston
  • Alejandrina Martinez, 43 of Houston
  • Baldemar Montalvo, 45, of Rio Grande City
  • Enrique Montalvo, 40, of Rio Grande City
  • Thomas Garcia, 52, of Rio Grande City
  • Ivan D. Campos-Landa, 31, of Rio Grande City
  • David Ulloa Correa, 47, of Rio Grande City
  • Jose Luis Palacios Jr., 37, of Mission
  • Edmundo Canales, 23, of Edinburg
  • Jose Luis Palacios Sr., 63, of Edinburg
  • Elee Campos Camargo, 37, of McAllen

Bazan and Martinez, who is his common law wife, were charged with conspiring to launder proceeds from drug trafficking. Authorities arrested them at their Houston home Monday.

The remaining defendants, along with Bazan, are charged with drug possession.

Sostenes Ferreira-Garcia, a Mexican citizen illegally residing in Rio Grande City, was also taken into custody in connection with the case.

Martinez posted bond and was ordered to appear in court next Tuesday.
