Budget talks are also starting with no new money for the Texas Enterprise Fund or the Cancer Prevention and Research Institute of Texas. The programs have all been targets of criticism.

DALLAS (AP) Southwest Airlines has resumed flights at Dallas Love Field after this morning's winter storm. American Airlines and American Eagle canceled more than 340 flights at Dallas-Fort Worth International Airport before conditions started improving.
McALLEN, Texas (AP) Three men from El Salvador accused of harboring illegal immigrants will have a detention hearing Thursday in South Texas. The men were arrested after federal agents found them guarding 50 people at a mobile home in McAllen. Court documents say they threatened the immigrants with a pistol, a machete and a wooden paddle.
