AUSTIN, Texas (AP) Governor Rick Perry will use this morning's State of the State address to call for an amendment to the Texas Constitution that would allow the state to return tax money it collects, but doesn't spend. In an excerpt of the speech, Perry says he'd like Texas to have the option of giving back excess tax money "directly to those who paid it."
HUNTSVILLE, Texas (AP) A Dallas area woman is set to be executed tonight for the 1997 fatal stabbing of a retired psychology professor. Barring a last-minute reprieve, 51-year-old Kimberly McCarthy will be the first woman to be put to death in the U.S. in three years. Only 13 women have been executed since 1976.
EDINBURG, Texas (AP) A judge in Edinburg is expected to decide today whether a 17-year-old who's charged with attempted murder in a federal agent's shooting should stand trial as an adult. The South Texas teenager was 16 at the time of the July shooting.
DALLAS (AP) Gusty winds and low humidity are raising the risk of wildfires in West and South Texas today. Forecasters say wind gusts could reach 50 miles per hour in some areas.
