AUSTIN, Texas (AP) The Texas Legislature has guaranteed the right of landowners to install drought-resistant landscaping. The Senate passed a bill today denying homeowners' associations the power to ban landscaping designs intended to save water. The bill now goes to Governor Rick Perry for his signature. The Texas Water Development Board estimates the state needs to spend $53 billion over the next 50 years to meet the state's growing demand for water.

Naomi Gonzalez of El Paso crashed her BMW into another car, which then hit a cyclist before dawn Thursday. Gonzalez and two others were treated for minor injuries. The 34-year-old apologized to the House today.

DALLAS (AP) Dallas Mayor Mike Rawlings says his recent push to make men aware of domestic violence stems from personal tragedy. Rawlings tells The Dallas Morning News that "some very, very close family members" of his have been victimized. Rawlings said he wouldn't identify them or describe their injuries out of respect for their privacy.
