ARANSAS PASS, Texas (AP) Employees of a South Texas city who have concealed handgun permits will be allowed to take their weapons to work starting in August. The Aransas Pass City Council yesterday amended a ban on weapons for city workers to allow for increased personal protection. Employees would also have to apply to the city for permission to have a gun at work.

WEST, Texas (AP) Government officials have changed the hours of a disaster recovery center in a Central Texas town where a fertilizer plant explosion killed 14 people. The Federal Emergency Management Agency says starting tomorrow the center in West will be open from 8 a.m. to 7 p.m. daily. FEMA and state officials are operating out of a Pointwest Bank building.

LUBBOCK, Texas (AP) Texas Tech University has created an institute that combines research and education in wind science, engineering and energy. The school says the creation of the National Wind Institute combines the former Wind Science and Engineering research center and the Texas Wind Energy Institute. The university says its wind research dates back to 1970.

AUSTIN, Texas (AP) Depeche Mode, The Cure and Muse are among the headliners for this year's expanded Austin City Limits Festival. Phoenix, Lionel Richie and Wilco also appear on the list of headlining performers announced yesterday. The festival in Austin expands to two weekends this October.
