AUSTIN, Texas (AP) State child welfare officials are releasing new safety guidelines following a sharp increase in the number of Texas foster care deaths due to abuse or neglect. The Department of Family and Protective Services released a report Friday calling for more training and home visits. At least eight foster children in Texas died from mistreatment in the fiscal year that ended in August.
HOUSTON (AP) Houston police say an officer fatally shot a man who stabbed his mother during an argument. Authorities say an officer shot 22-year-old Matthew Swiney on Thursday evening after he refused to drop a knife. Swiney died at a local hospital, and his mother was listed in serious condition.
EL PASO, Texas (AP) A West Texas lawyer accused of conspiring to launder drug money argues prosecutors want to trap him with lies and fabricated evidence. Closing arguments could come Friday afternoon in the El Paso trial of Marco Antonio Delgado, accused of devising a scheme to launder up to $600 million for a Mexican drug cartel in 2007 and 2008.
WEST PALM BEACH, Fla. (AP) A former North Texas elementary school principal has been convicted following his arrest in July for trying to arrange a sexual tryst with a teenage boy in South Florida. Federal prosecutors say 54-year-old Stephen Anthony Paulsen of Fort Worth, Texas, was convicted Thursday of enticing a minor to engage in illegal sexual activity. He faces a sentence of at least 10 years.
