AUSTIN, Texas (AP) Texas homeowners no longer are paying the highest insurance rates in the country. The National Association of Insurance Commissioners say average premiums for Texas homeowners now are third-highest behind Florida and Louisiana. But they remain well above the national average.

AUSTIN, Texas (AP) A University of Texas System regent being investigated for possible impeachment won't testify to lawmakers this week. Wallace Hall is accused of misusing his office in an attempt to force out Austin campus president Bill Powers, who received a cautious endorsement last week from the UT chancellor.

AUSTIN, Texas (AP) A dozen Republicans are running for the U.S. House seat that Texas congressman Steve Stockman is giving up to run for the Senate. The list includes former mayors, a city councilman and a congressional chief of staff. Only one Democrat has filed.

NEW ORLEANS (AP) A jury in New Orleans has resumed deliberations in the federal trial of a former BP engineer from Texas. Kurt Mix is charged with obstruction. Prosecutors say he deleted hundreds of text messages to and from a supervisor and a BP contractor after the 2010 oil spill in the Gulf of Mexico. Mix's lawyers say he wasn't trying to hide anything from a grand jury.
