DALLAS (AP) A Dallas police officer who shot an unarmed carjacking suspect earlier this month has been fired. Amy Wilburn is a 12-year veteran and her lawyer says she has 200 commendations. Wilburn is the second officer fired since October for shootings that Dallas officials say weren't justified.

CHULA VISTA, Calif. (AP) Mexico is raising its sales tax in border regions starting Wednesday. The Mexican government says the jump to 16 percent from 11 percent will put border regions in line with the rest of the country. Critics say the higher tax will drive even more shoppers north of the border.

LA PORTE, Texas (AP) A fire at a petrochemical pipeline along the Houston Ship Channel has injured at least two workers. The fire started at the Enterprise Products marine terminal in La Porte where crude oil and natural gas liquids are loaded onto barges.

GALVESTON, Texas (AP) A seawall parking system in Galveston has run up a $300,000 deficit since it was launched over the summer. City officials say it's too early to judge the fee system that started in August. They say the numbers reflect a small portion of the busy season in Galveston.
