AUSTIN, Texas (AP) Austin officials may need to raise water rates because residents aren't buying enough water to keep the system in the black. The Austin Water Utility sustained a $10 million loss in sales in the first few months of this fiscal year. It recorded a $27 million loss in sales last fiscal year.

HOUSTON (AP) Police say a man taking out his trash found a newborn child in the dumpster at a Houston apartment complex. The infant was in a plastic bag but was still breathing. The child is now at a hospital and is expected to survive.

HOUSTON (AP) An ex-neighbor has been charged in the fatal stabbing of a woman whose body was found after a fire at her home near Houston. Twenty-one year-old Ethen Drake is charged with capital murder in the December death of Caroline Stagner. Investigators believe Drake stole cash and drugs from the 72-year-old woman.

LINCOLN, Neb. (AP) Nebraska has surpassed Texas in the number of cattle in the state being fattened for slaughter, according to the latest federal statistics. The total in Texas has dropped seven percent over the past year, to about 2.4 million head in feedlots with a capacity of at least 1,000 animals.
