AUSTIN, Texas (AP) The Killeen man police say killed two people when he smashed his car through a barrier and into a street filledd with attendees of the South By Southwest festival has been charged with capital murder. A district judge set bail for 21-year-old Rashad Charjuan Owens at $3 million.

MISSION, Texas (AP) The Honduran government tells the Associated Press it condemns the attack by a U.S. Border Patrol agent on three Honduran women and asks for U.S. assistance, protection and compensation for the victims.
