EDINBURG - A grand jury is reviewing a case of guardrail installation irregularities in Hidalgo County.

Former Hidalgo County Precinct 1 Commissioner Joel Quintanilla was called to testify Tuesday.

The grand jury also heard from the owner of Guerra Construction. The company was hired to install the guardrails.

CHANNEL 5 NEWS in March, 2012, exposed problems with the guardrail installation process. An investigation revealed the county paid for more guardrails than were installed.

Hidalgo County District Attorney Rene Guerra said the grand jury may take no action, hand down an indictment or issue a report on their findings.

A decision is expected in the coming weeks.
