DALLAS (AP) The chairman of the Joint Chiefs of Staff says Russia certainly has the capability to invade eastern Ukraine, but he hasn't concluded yet that Russia's intent is to do so.
In a Saturday interview with The Associated Press, Gen. Martin Dempsey spoke of his Thursday talk with Gen. Valery Gerasimov, his Russian counterpart.
The Pentagon had stated Dempsey spoke of "grave concern" over Russia's aggressive military behavior.
On Saturday, Dempsey said he's unconvinced Russia means to invade Ukraine but he finds it disturbing that Russia would mass forces along the Ukrainian border to influence its May 25 presidential election.
Dempsey said he appealed for Russian influence with pro-Russian militias in eastern Ukraine to allow neutral observers into areas from which they've been blocked and urged Russia to respect Ukrainian airspace.
