EDINBURG - Plans for the Upper Valley's first toll road is hitting funding troubles.
Hidalgo County's Regional Mobility Authority wants to build a toll road to connect two Rio Grande Valley bridges and push truck traffic to that toll road.
But the estimated traffic and revenue projections are lower than initial reports. The regional mobility authority is $24 million shy of what it needs.
