NEW YORK (AP) In the wake of Superstorm Sandy, emergency officials are taking another look at a problem that has bedeviled them for a long time: how to get people to comply when they are ordered to evacuate their homes.
Despite dire forecasts and explicit warnings, hundreds of thousands of residents in New York and New Jersey ignored mandatory evacuation orders as the storm closed in.
The result: scores of deaths and harrowingly close rescues.
Around the country, various ideas have been tried over the years, including scare tactics and the threat of fines and jail time for those who disobey evacuation orders.
