BROWNSVILLE – Three Rio Grande Valley cities were warned that their plastic bag ban was illegal.

City leaders in Brownsville, Laguna Vista and South Padre Island received letters from the Texas Attorney General.

The letters explain that a Texas Supreme Court ruling determined cities cannot charge retailers and citizens for waste management costs.
