ELSA - Homeowners in an Elsa subdivision were told only single family lots were allowed.

Now apartments are being built across the street. 

A group of neighbors are focused on a map of their property lots and they believe the new apartments going up in front of their gate shouldn't be there.

Javier Carranco has lived in the subdivision for 25 years and he's concerned what might happen after the apartments are finished.

"Its going to be a nuisance for us because we don't know who's going to be going in those apartments," says Carranco.

We went to the Hidalgo County Planning Office to find out the process of changing a residential plot into a commercial one.
