Progreso, TX (KRGV) — Three Progreso candidates will remain on the Nov. 3, 2026 ballot after a temporary restraining order ended on Monday, according to Progreso Mayor Hugo Gamboa.

The 13 Court of Appeals had temporarily paused an order that would have removed Mayor Hugo Gamboa, Norberto Rangel and Commissioner Stephanie Alegria from the ballot.

The state challenged the order and argued it disrupts Hidalgo County's ballot process, the Attorney General's Office did not get required notice before the hearing and many ballots had already gone out to voters.

Raúl Martinez, Ruben Arturo Abundiz and Santiago Galván IV filed the lawsuit on Sept. 2. They want the city clerk to reject the three applications and remove those candidates from the Nov. 3 ballot.

The opposing candidates released the following statement:

"There was no hearing today regarding the election lawsuit we filed. The case is currently before the Court of Appeals, where issues involving the timing and legal process for removing candidates from the ballot are being considered.

Our position remains that the candidate applications contained deficiencies and should not have been accepted. We will respect the court’s decision, whatever the outcome.

Win or lose, this lawsuit will not stop us. We are moving forward with this election and, most importantly, moving forward for the community of Progreso.

We will continue to fight for what we believe is right, continue working for our community, and continue being transparent with the citizens of Progreso.

No matter the outcome, we move forward—together for Progreso."
