A 24-year-old San Juan man is set to be arraigned on a manslaughter charge after allegedly killing a bicyclist by crashing into him while trying to pair his cell phone with his newly purchased truck.

Rogelio Guillermo Villegas Jr. will be arraigned on Wednesday morning, Hidalgo County court records show.

According to a criminal complaint obtained by Channel 5 News, the fatal crash happened on Nov. 13, 2024, at the intersection of 9th Street and Business 83 in McAllen.

Villegas had purchased a truck from a dealership in that area and was driving home when he disregarded a stop sign and collided with the bicyclist identified as Daniel Victor Codina, the complaint stated.

Codina died after he was hospitalized.

Villegas’ cell phone was seized, and police learned from extracted evidence that Villegas was attempting to link his new truck to his cell phone when the crash happened, according to the complaint.

Hidalgo County jail records show Villegas was arrested on the manslaughter charge on June 3, 2025, and released that same day on a $20,000 bond. He was indicted on the same charge on Sept. 4, 2025.
