Weslaco, TX (KRGV) — Voters in parts of Hidalgo and Starr counties are deciding who takes the seat in Texas' 28th Congressional District.

District maps redrawn in 2025 stretched the district from Starr County to include parts of Hidalgo County.

Democratic incumbent Henry Cuellar has held the 28th District seat for 22 years. He is a senior member of the House Appropriations Committee.

"When you're at the table, you get to make a decision," Cuellar said.

If reelected, Cuellar said his priority will be to ease the rising cost of living while restoring money for government-funded programs like Medicaid, Medicare, and SNAP.

"I have a record of bringing results, and I will continue using my seniority to bring dollars down to the Valley," Cuellar said.

Cuellar also said he wants to change how ICE operates.

"When they start focusing on nuns, construction workers, and people that provide to this community without a criminal record, we need to put serious guardrails on ICE," Cuellar said.

Republican Taño Tijerina is challenging Cuellar in the race. Tijerina switched to the GOP in 2024.

Tijerina first won election as Webb County judge in 2014. He said he raised the budget and funding in Webb under his leadership as judge.

"As a county judge also, I could tell you that I've cut property taxes, the tax rate, almost six times out of the last 12 years. I’m really proud of that," Tijerina said.

If elected, Tijerina said he will continue trying to save voters money by promoting economic growth. He also said he will spend more time focusing locally on South Texas families rather than what is going on in Washington, D.C.

"We're going to be DOGE before DOGE even started," Tijerina said. “And that's what I think is going to make me strong; that’s what we're going to take to Washington: this kind of attitude and to fight for the people in South Texas because they deserve a fighter.”

Election Day is Nov. 3.
