A 41-year-old Border Patrol agent was indicted after allegedly hitting a pedestrian with his vehicle during an immigration enforcement operation in Harlingen, records obtained by Channel 5 News show.

Raymundo Ramos Jr. was arrested on Monday, June 8, 2026, and indicted on June 10 on a charge of aggravated assault with a deadly weapon in connection with the crash that happened on Jan. 31, 2025.

According to an arrest affidavit, Ramos struck an undocumented immigrant from Mexico who he was trying to arrest on the 100 block of East Filmore Avenue. Ramos told a Harlingen police investigator that the victim was running away from him and that he drove toward the victim to apprehend him, “pressed the brakes, and the vehicle slid into the [victim.]”

The undocumented immigrant suffered injuries to his neck, back and legs.

Surveillance footage from a nearby home obtained by the Department of Homeland Security Office of the Inspector General showed that the victim was “walking calmly in a non-threatening manner” at the time of the crash.

Ramos’ vehicle was seen accelerating toward the pedestrian, the affidavit stated, adding that the sound of the vehicle braking was not heard on the video, nor were there any skid marks from the vehicle braking at the scene.

The homeowner who provided the surveillance footage told investigators she witnessed Ramos driving ‘super quick’ before hitting the victim. She noted that Ramos immediately took the pedestrian into custody without issuing verbal commands, activating emergency lights, or sounding sirens, adding that she never heard the vehicle's brakes squeal or tires skid.

Ramos declined a voluntary interview with investigators in March 2026, the affidavit noted.

"The escalation of force utilized by Ramos to arrest a calmly walking, non-threatening [individual] indicates that intent was not to protect life or prevent harm to the public,” the affidavit stated.

Ramos was not listed as an inmate at the Cameron County jail as of Tuesday afternoon.
