Donna Couple Demands Answers after Water Floods Property
Donna - A Donna homeowner said his home nearly turned into a waterfront property.
"It goes back about 100 feet. Then it goes about another 50 feet up to my sister-in-law’s house," said Armando Quintanilla.
Quintanilla said drainage ditches in front of his home is also flooded out.
The homeowner said it's not the rain that caused the flooding. He said it was caused by someone irrigating their land nearby.
Quintanilla told CHANNEL 5 NEWS he called the Donna Irrigation District for help.
"They came out and they said we can't help you it's the highway department. I told him it's not the highway department that irrigates it's the farmers that does that," said Quintanilla.
We reached out to Donna Irrigation District Manager, Nora Zapata. She declined an on-camera interview, but sent the following response statement CHANNEL 5 NEWS, which in read in part:
"Water, either from rain or irrigation, will flow thru a culvert located under Military Rd from the south side to north side and should flow to the east into the drain ditch that runs south to north. When Military Rd. was widen a few years back the road ditch where the water flows to the east was not constructed correctly so the water does not flow as it should. TXDOT has been notified of the problem & they should take care of it."
CHANNEL 5 NEWS also reached out to Texas Department of Transportation Spokesperson Octavio Saenz. He also replied via email saying:
"The issue has been a topic of discussion with the irrigation district as of late. Our first step is this: since tall grass along the ditch and other refuse may be blocking the culverts, TxDOT forces were asked yesterday by the Pharr Area Engineer to schedule work to regrade the ditch and clean out the culverts,” he said. “Upon closer inspection, it appears that the ditch where one of our cross culvert was located was filled in. Because of this, water is not draining naturally and needs to be rerouted. Work is being scheduled and communication with the irrigation district continues."
Quintanilla said he doesn't care whose responsibility it is to fix the flooding issue. He just wants the flooding on his property to stop.
