INDIAN HILLS - The Elsa Fire Department and BORSTAR continue to provide rescues and give water to people trapped in their homes.

A BORSTAR spokesperson tells CHANNEL 5 NEWS that they are out to help people evacuate, not apprehend those in the country illegally.

One local resident says she decided to leave when officials told her the waters would continue to rise.
