Animal Control Ordinance in Pharr Sets Limit of 3 Pets per Household

PHARR – A Rio Grande Valley city is doing more to protect animals.

The city of Pharr has approved an animal control ordinance setting a limit of three pets per household.

This is in response to issues with residents having too many pets.  

Back in May, CHANNEL 5 NEWS reported Pharr police discovering 33 deceased dogs in a U-Haul.

Christina Arriaga and her husband were trying to avoid an appointment with animal control.

They planned to drive the dogs around until animal control left.

Only one dog survived.

The city also says they hope the ordinance will discourage so-called puppy farms, people breeding puppies for profit.

Animal control says they'll enforce it on a case by case basis. 

You can apply for what’s called a "variance" upon a site visit and an interview with animal control officers.
