EDINBURG - The Palm Valley Animal Society is over capacity, more than 500 dogs are sleeping in its shelters.

Adoption fees are being waived in an effort to find homes for the animals in need this Christmas.

Palm Valley Animal Society is also working to become a "no-kill" shelter.
