Garzez is accused of fatally striking 46-year-old David Zapata on July 8, 2025. Garzez allegedly fled the scene but was located nearby and taken into custody.
According to a criminal complaint, Garzez's vehicle had blood spatter on the passenger door and a small white baggie containing 1.26 grams of a white powdery substance was found in the vehicle.
An indictment identified the substance as fentanyl.
