Harlingen launches preservation program with tax incentives for historic buildings

The city of Harlingen created a historic preservation program to help property owners maintain older buildings and qualify for tax incentives.

Downtown Harlingen along Jackson Avenue is known as the city's historic area. Some of the buildings there were built more than a century ago, including the business that houses Honey Bees' Boutique.

Owner Iris Gonzalez says customers notice the history the moment they walk in and see the building. 

Gonzalez says that link to the past helps draw people to downtown Harlingen. The building is more than just a location. It's a connection to the city she's called home for decades.

"I like it because they're keeping the history of the building," Gonzalez said.

City leaders say that connection is why they formed a six-member historic preservation council.

"We are striving to start this program with the hopes of potentially growing it and showing everybody about the historic value we have in the city of Harlingen," Downtown Harlingen Director and Historic Preservation Officer Alexis Riojas said.

Their goal is to preserve historic character while also encouraging economic growth.

"They'll be recognized locally, statewide, and nationally if wanted, but that's the idea here — to inform the community more about historic preservation," Riojas said.

Riojas says the program will also open the door to tax breaks, tax credits, and reimbursements for restoration work.

"With this program we'll be able to provide different tax breaks and different tax incentives," Riojas said. "They'll be able to get a reimbursement for what they've done to preserve their building."

Shop owners in the downtown area can apply to have their businesses designated as a landmark. The building will need to be at least 50 years old, and owners will need photos or documents showing the building's original state and property deeds.
