Bloomers Boutique & Floral Design has sat on the corner of 23rd Street and Ed Carey Drive for more than 30 years. 

On Sept. 5, Channel 5 News told viewers the Texas Department of Transportation announced a proposed project to expand Ed Carey Drive.

During a public town hall to discuss the project, Bloomers Boutique & Floral Design Owner Lisa Human said she learned what the expansion would mean for her store.

“The expansion would take about 20 feet of our parking lot, which would deem our business unusable because we wouldn't have adequate parking, and doing that seems very unnecessary,” Human said.

According to Human, she would need to move her shop if the project moves forward.

“Removing us from this location would drastically affect our business,” Human said.

TxDOT previously said they need an acre of new right of way to upgrade Ed Carey Drive from four to six lanes to improve safety for everyone using the road. 

“It's a big move. I know in the scheme of life businesses relocate all the time… but again we shouldn't have to. We have been here for a very long time,” Human said. “It would be a huge relocation and a tremendous loss to this area and this community in particular."

TxDOT confirmed to Channel 5 News that, under right of way acquisitions, Bloomers Boutique & Floral Design would be impacted by the proposed plans. 

Any impacted properties will be compensated fair market value for their land if project plans don't change, TxDOT said, adding that project designers will take all public comment into consideration before coming up with their final plans. 

The proposed expansion project is still in the design phase, and a final design isn’t expected until 2026.

TxDOT is accepting public comments regarding the project until Wednesday, Sept. 24, 2025.
